At a glance

Portugal’s D2 route is a residence-visa pathway for qualifying independent professionals and migrant entrepreneurs. A Portuguese company certificate alone does not establish eligibility: the application needs to explain the activity you intend to carry out and how you will support both the business and your life in Portugal.

Who this route is for

This route deserves consideration if your relocation depends on operating a genuine business or carrying out independent professional activity in Portugal. The official Portuguese service identifies non-EU, non-EEA and non-Swiss foreign applicants as its intended audience. The authority responsible for the visa stage is the Portuguese consular system; the residence-permit stage is a separate procedure.

Before forming an entity, describe the commercial proposition in ordinary terms: what you sell, who will buy it, where work will happen, what experience you bring and what funding is available. A plan that connects these points is more useful than a long document filled with market statistics. Treat immigration eligibility, company incorporation and tax registration as three connected workstreams.

Requirements & evidence

  • A business evidence pack explaining the proposed activity, funding and execution plan; use the current consular checklist to identify the formal evidence required for your case.
  • A dated business budget that separates launch spending, working capital and personal living costs. Keep an accessible record of how the money was obtained.
  • Identity and personal supporting documents in the form requested by the consular post, including the applicable accommodation, means-of-support and background-check evidence.
  • Where relevant, professional qualifications, contracts, proposed client relationships, supplier quotations or other documents that support the plan. Label projections as projections.

The official D2 service and the VFS checklist should be read together. The VFS document cited below is for UK applications: use it as a preparation reference, then obtain the version that applies to your own place of legal residence. Local checklist differences matter.

Application process

  1. Define the applicant and activity. Identify who will actively run the project and whether the intended activity fits the entrepreneur or independent-professional basis.
  2. Build an evidence-led plan. Connect the operating model, launch milestones and financial assumptions. Resolve inconsistencies before paying for translations or notarisation.
  3. Sequence business and personal preparation. Ask which formation, banking, accommodation and administrative steps are needed before submission, rather than assuming every step must be completed immediately.
  4. Use the competent consular channel. Follow its current appointment and document procedure. Keep a complete copy of the submitted file and a record of any additional-information request.
  5. Prepare the residence stage. A visa decision is one milestone. Organise the documents and appointments needed after arrival, and maintain evidence of the activity described in the application.

Benefits & practical considerations

The practical benefit is a route that connects relocation with an economic activity you intend to conduct in Portugal. It can suit an entrepreneur who wants the immigration file and the operating business to tell the same story. It also creates a useful planning discipline: a clear funding plan, an achievable launch schedule and a documented explanation of the applicant’s role.

A company can exist without conferring residence rights on its shareholder. Build that distinction into the engagement scope with your advisers. Ask separately what company work, immigration work and ongoing compliance are included, who performs each task, and what remains your responsibility.

Costs & timing

Prepare a cost schedule with separate lines for company formation, immigration advice, consular charges, document legalisation, translation, accommodation and ongoing business compliance. A service-provider fee is not a government fee, and capital retained for operating a business is not the same as a fee paid away. The government service publishes a 60-day time limit for the visa procedure; do not convert that into a guaranteed total relocation timetable, because document preparation, appointment access and subsequent residence processing are separate.

Renewal & ongoing obligations

Keep records that explain whether the business developed as planned: invoices, bank activity, contracts and a short account of material changes are useful items to discuss with your adviser. Before travel or renewal, obtain the current residence rules that apply to your permission. Do not rely on a company’s continued registration as proof that every immigration obligation has been met.

Questions & answers

Does registering a Portuguese company automatically give me residency?

No. Company incorporation and the residence application are distinct processes. The D2 application must establish the relevant immigration basis and supporting evidence.

What should my D2 business plan explain?

Describe the products or services, intended customers, operating location, your professional experience, funding and launch schedule. Support the financial projections with clear assumptions and documents that show how the activity will be established.

Is a business plan enough by itself?

A plan is an explanation of the proposed activity. It needs to be consistent with the supporting documents and the applicant’s circumstances; it is not a substitute for the applicable consular requirements.
